INDEFINITE STRIKE FROM 17th DECEMBER, 2008

Dear Comrades,

The bugle has been sounded the crucial day of decision – 17th December 2008 is fast approaching. We have to make all preparations that the struggle is a resounding success. Before we give some guidelines of preparation, we would furnish a brief report of the happenings which will enable the members to assess the situation;
1) Group of Officers (GoO) likely to delay matters; As you know, a group of officers was constituted to examine the report for implementation and was asked to submit report by first week of December 2008. We had written to the Chairman of the group of officers to give time to us to present and explain our point of view. So far, we have not been given any time. Reportedly the group has met and finalized its tentative report. The Chairman of this group of officers today asked whether it would be convenient for us to meet the Go0 on 18.12.2008. It is not difficult for us to understand that the proposed meting with us is as much an eye-wash as the GoO itself. It is also an attempt to scutle our struggle.

Comrades, we are prepared for talksany time before or during the struggle, but we shall not fall in traps laid down by the administration to find an excuse that we were consulted. If the administration is serious, let there be direct and transparent talks or negotiations right now. Or what is the use of talks on 18.12.2008 when the GoO has already prepared its report.
2) Several pressure tactics being adopted: The administration is taking to pressure tactics. We have been asked to submit copies of audited accounts. Yes we shall frankly submit the same. Our accounts are clear and transparent. Such tactics are simply below the standard. We refuse to be pressurized.
3) Several elements are active: Several elements are trying to sabotage the case of the G.D.S. employees. Since, there was no alternative to struggle, we have been forced to resort to. We have appealed to the entire Postal fraternity for cooperation, support and participation. We repeat our appeal once again and request the Postal fraternity to lend unqualified support to us. The entirety of Postal brotherhood is requested to ensure that no elements are allowed to sabotage our struggle or demands.

INDEFINITE STRIKE stands as scheduled from 17.12.2008.
Now some guidelines; In order that the strike is properly organised, the following illustrative guidelines are given;
Since we are scattered in small numbers in the interior rural side, it will be better that all members collect together in the evening of 16th December at the Divisional Head Quarter or at one or two important places. As already communicated vide letter dated 2.12.2008, befitting torch light procession should parade the main through fares on 16.12.2008.
On 17.12.2008, all members should remain together and stage demonstrations before the office of the Divisional superintendent. If the Divisional Head Quarter is Circle or Regional Head Quarter, the demonstration should be staged before the office of the CPMG/PMG. A memorandum (Draft given below) should be submitted to the Divisional Superintendent or the PMG or the CPMG as the case may be, with a request to forward the same to the Secretary, Department of Posts.
On all days demonstrations/rallies should continue to be held. Memorandum should be submitted to district Magistrate/Governor as the case may be to be forwarded to the Hon'ble Minister of Communications & IT.
Every Divisional/Branch Union should send daily fax/telegrams to theHon'ble Prime Minister; Hon'ble Minister of Communications & IT; Hon'ble State Minister for Communication & IT, and Secretary, Department of Posts, demanding fulfillment of demands.
Hon'ble Member of Parliament of the respective area should apprised of the position and requested to raise the voice of the GDS employees at every possible forum.
Divisional/Branch Union should make necessary arrangement in this connection.
Further arrangements may be made keeping in view local situation.
We once again emphasise that peace should be maintained despite all provocations. We are strictly opposed to any action that may be treated as breach of peace.

Respected sir,

We are the Gramin Dak Sevaks of the Department of Posts. We serve the rural population. The Hon'ble Supreme Court of India has declared us as holders of Civil Post; Civil servants and Government employees, but the Department of Posts continues to deny all benefits.

Against all our protests, an One Man Committee under Sri.R.S.Nataraja Murti, retired bureaucrat of the department of Posts was constituted as Pay Commission. This one man Committee has discriminately recommended withdrawal/curtailment of rural Postal services and also benefits from Gramin Dak Sevaks. A grave situation of resentment and dissatisfaction prevails. Hence indefinite strike has been resorted to.

Our Central Union has submitted detailed memorandum seeking amendments in the report based on judicial pronouncements.

You are, therefore, requested kindly to look
personally into the matter and ensure justice to us.
