CHQ Letter to Govt. on Recruitment Rules for the Post of Multi Tasking Staff.

Subject:- Recruitment Rules for the Post of Multi Tasking Staff.

Ref:- Your office letter No. 45-2/2011-SPBI dated 27-01-2011

Madam,

        We have been surprised and gravely hurt by the said Recruitment Rules which is loaded against the GDS employees and is a serious departure from the practice and convention so far is vogue. I have been further surprised by the fact that these rules which militate against the interests of the GDS employees have been framed without any consultation with us or even without droping any hint to us that the interests of the GDS employees are being compromised without any reason.

2.     In this connection we must point out that the Multi Tasking Staff are those who were earlier known as group 'D' staff consisting of various posts in the department of posts like mail peons, letter box peons, packers, van peons, peons in administrative office etc. The Gramin Dak Sevaks are the staff who are recruited direct from the open market after satisfying certain recruitment rules and educational qualification which at present is equal to the educational qualification required for recruitment to multi tasking staff. It is important to not that with widening of the business of the department, the GDS employees have been, with credit, handling the responsibility being given to them and they have not been found lacking on any score. It is to their credit that they have geared themselves up to undertake the responsibility of operating technical instruments and there is no reason why their share and interests is appointment as multitasking staff should be curtailed or suqueezed.

        As per these recruitment rules 25% the vacancies of multi tasking staff has to be filled up by casual laborers/part time casual laborers or failing which from open market. In this connection we have, emphatically, to mention as below:-

(i)       The number of casual labourers does not match even 5% of the number Gramin Dak Sevaks and hence opening 25% of vacancies to such casual labourers/part time casual labourers is disportionate and it must be proportionate with the ratio between the GDS employees and casual labourers.

(ii)      The casual labourers appointed before 1.9.03 is something vague and the number is not actually known to any and ministration. This avenue under the circumstances is open to manipulation and being misutilised.

(iii)     In case the 25% vacancies to be filled by casual labourers/part time casual labourers remain unfilled, the same is proposed to be filled from open market. This insult to the injury. Since the casual labourers/part time casual labourers recruited before 1.9.93 is a vanishing species, the perennial reservation of 25% of vacancies for such casual labourers/part time casual labourers or else from the open market, tautamounts to recruitment from open market at the cost of GDS employees.
       
        We therefore, emphatically suggest that item II(i), II(ii) and II(iii) of the Recruitment rules to the post of Multi Tasking Staff in subordinate offices should be amended as.

II. (i)  60% from GDS employees on the basis of seniority cum fitness;

     (ii)    30% from GDS employees on the basis of limited competitive examination;
(iii)     10% from casual labourers Part time casual labourers on basis of seniority com fitness

        And failing which from the GDS employees on the bases of seniority cam fitness.

        We further suggest that the Recruitment Rules for Multi Tasking staff of circle and Administrative offices should be amended to provide 50% Posts for the GDS employee.

        We sincerely hope that our suggestions would be positively and dispassionately considered and accepted.
