May Day and Labour Movement
 
 
 
MAY DAY GREETINGS TO ALL

 

This year, the world is celebrating the 125 years of May Day events. Let us have a look at some of the historic developments.

 

The First International or the International Workingmen's Association (1864-76) played a major role in the American labour movement. The headquarters of the International had to be shifted to New York in 1872, at the suggestion of Marx and Engels, due to the disruptive activities of the Anarchists. This turned out to be helpful to the American labour movement. There were 30 sections and 5000 members of the International in the US in 1872.

 

The First International has been struggling for 10 hour and then 8 hour workday since long, and Marx wrote a lot on the subject. The Chartist movement in England raised the two main political demands of voting rights for the workers and 10 hour workday between 1838 and 1844.

 

Struggle for reduction in workday

The struggle for the reduction and fixing of workday is very old. Many important events took place in this connection at the end of the 18th and the beginning of the 19th centuries. For example, the famous economist, progressive entrepreneur and utopian socialist Robert Owen introduced 10 hour day in his New Lenark factory in 1810. He also introduced workers' cooperatives and tried to combine children's work with their education. The Factor Act of 1833 in England introduced 15 hour workday. The Factory Act introduced on 1 July 1847 in England introduced 10 hour day, a great victory.

 

The number of workers in America was rising rapidly due to industrialization and immigration. As a result their movements and organizations were on the rise. Powerful trade unions, spread of red banners and red flags became the order to the day by the 1860s and 70s.

 

Several American states introduced 10 hour day between 1836 and 1858. National trade union of 1834 was al leading organization of the US. The US president Martin van Buren introduced 10 hour day for the government employees in 1840. The civil war in America brought out the place and the role of the working class more clearly.

 

At the same time, the movement was now turning into that for 8 hour day. This was reflected in the song popular among the workers at that time:

 

"We want to feel the sunshine/And we want to smell the flowers/We are sure that God has willed it/And we mean to have eight hours."

 

Baltimore Convention

In Baltimore, 77 worker delegates gathered from all over USA on August 16, 1877 to discuss 8 hour leagues', TU organizations etc. They belonged to cigar, iron, hat, railroad, coach and other industries, founded the National Labour Union and demanded 8 hours.

 

Importance of Chicago

Chicago became an important industrial centre of America by the 1870s and 80s. It was the third largest city of the US in 1873, consisting of workers from various countries. It has the contrasting poles of the wealthy and the rich and the extreme poor and destitute.

 

The US was gripped by an acute economic crisis in the 1870s, leading to a powerful workers' movements. The workers' leader Justus Schwab unfurled the red flag in New York on 13 January 1874. Red flag became common among the Americans. Earlier in 1872 also the red flag was unfurled. Schwab was arrested. Massive processions were taken out in the giant Chicago between 1873 and 1875.

 

The American cities produced great labour leaders: Parsons, Spies, Schwab, Johann Most, Oscar Neebe, Fischer, Fielden and others. Many of them belonged to Chichago.

 

The knights of Labour and the American Federation of Labour were the most powerful labour organizations in the country. The Federation was very strong among the coal miners of Pennsylvania and other places. The immigrant workers used to be loaded in the trains in thousands soon upon arrival and sent to the pits directly. They would work rest of their life crawling in the hell of the dark labyrinths under the ground, dying in hundreds.

 

The famous American railroad (railway) strike took place in 1877 in protest against 10 percent cut in their wages. It was almost a countrywide strike.

 

 

May Day in India

The struggle for fixing up the hours was gathering momentum in the end of the 19th Century. Even a strike of railway workers took place in Howrah in April-May 1862 demanding 8 hours day.

 

 

 

The May Day was observed in India for the first time in 1923 in two places on the madras beach: on led by Singaravelu Chettiar, the other presided over by S. Krishnaswamy Sarma. M.N. Roy's paper 'Vanguard' reported it. Singaravely unfurled the red flag on the day at his house too.

 

In 1926, May day was observed in Lahore, Bombay and other places. The AITUC officially observed May Day from 1927 onwards all over the country.

 

Today it has become a great festival of the working class.

SUBJECT: THE DEPARTMENT OF POSTS, GRAMIN DAK SEVAKS (CONDUCT AND ENGAGEMENT) RULES, 2011-REGARDING

 

Sir,

 

          The existing Department of Posts, Gramin Dak Sevaks (Conduct and Emplacement) Rules, 2001 as amended from time to time have been suitably amended/revised. In supersession of the existing Department of Posts, Gramin Dak Sevaks (Conduct and Employment) Rules, 2001, the revised rules called the Gramin Dak Sevaks (Conduct and Engagement) Rules, 2011 are hereby circulated.

 

2.       In brief, revisions/amendments/insertions made in the existing rules are as follows:-

 

(i)          The rules called "Gramin Dak Sevaks (Conduct and Engagement) Rules, 2011" containing 31 rules are issued replacing the existing set of rules called the "Department of Posts, Gramin Dak Sevaks (Conduct and Employment) Rules, 2001 containing 31 rules. Rule 3-A, 5-A & 29-A have been inserted as new rules in the "Gramin Dak Sevaks (Conduct and Engagement) Rules, 2011"

 

(ii)         Non-existent categories of Gramin Dak Sevaks such as Gramin Dak Sevak Sub Postmaster, Gramin Dak Sevak Mailman & Gramin Dak Sevak Mail Messenger have been deleted under Rule 3(c) with a suitable note below.

 

(iii)        The word 'Employment/Appointment' wherever appears in the existing rules has been replaced with word 'Engagement'.

 

(iv)       Note II earlier appearing below Rule 3 has been replaced by new Rule 3-A with title "Terms and Conditions of Engagement" with appropriate changes in sub para (vii) relating to applicability of the condition of residence to the Gramin Dak Sevaks.

 

(v)         New Rule 5-A has been incorporated in connection with entitlements of Time Related Continuity Allowance for the Gramin Dak Sevks on the basis of workload as per standards of assessment decided by the Department.

 

(vi)       Rule 6 has been amended with regard to entitlement of GDS to ex-gratia gratuity.

 

(vii)      Rule 7 has been amended by incorporating the admissibility of 20 days paid leave in a year without accumulation.

 

(viii)     A note below Rule 9 has been incorporated to clarify that recovery under Rule 9(iv) can be enforced fully without any restriction.

 

(ix)       Existing Rule 19(1)(i) has been modified to make it clear that revision petition would now lie to Regional PMG if the GDS is working in a Region and in other cases to the Head of the Circle.

 

(x)         Existing Rule 20 has been modified by inclusion of time limit of preferring review petition as two years as also the authority competent to decide the review petition of GDS on behalf of the President.

 

(xi)       A new Rule 29-A has been incorporated providing for prohibition regarding engaging in any business detrimental to the business of the post office.

 

(xii)      Recruiting Authority laid down in the schedule referred to in Rule 4 relating to GDS BPM has now been modified, which include JAG officers also.

 

(xiii)     The Conduct and Engagement Rules, 2011 shall be applicable to all the existing categories of GDS including those GDS categories which have been declared as wasting cadres as long as they remain in service.

 

3.       You are requested to ensure that the enclosed revised set of Rules called the Department of Posts, Gramin Dak Sevaks (Conduct and Engagement) Rules, 2011 is further circulated to all the Postmaster General (Regions)/Postal Training Centers/Other Recruiting Authorities in your Circle at the earliest and sent confirmation to the office within a week's time.

GET READY FOR INDEFINITE STRIKE FROM 5TH JULY 2011


CENTRAL JCA MEETINGS WAS HELD 30.03.2011 AND 20.04.2011

INDEFINITE STRIKE FROM 5TH JULY 2011



The Central JCA meetings held on 30.03.2011 and 20.04.2011 has unanimously decided to go on nation wide indefinite strike from 5th July 2011, protesting against the unilateral orders of the Department to close down large scale post offices and RMS office and also for settlement of the long pending demands of the Postal and RMS employees including Gramin Dak Sevaks.

After detailed discussion the Central JCA decided to intensify the campaign programmes by reaching out to each and every employee. The following decisions are taken.

1.      The strike from July 5th will be indefinite.

2.      Joint State/Circle level convention of Divisional secretaries of JCA (NFPE, FNPO, GDS Unions) will be held in the month of May 2011. Dates of the Circle level conventions finalized will be published in the websites within two days.

3.      An All India Joint convention of all Circle Secretaries of NFPE, FNPO and GDS Unions of all Circles will be held at Chennai (Tamilnadu) on 19.06.2011 (19th June 2011) Sunday. All Circle Secretaries should attend the All India convention without fail. Up and down tickets should be booked immediately. Delegate fee is Rs.600/- (Rs. Six hundred only) per head. The Reception Committee will make all arrangements for one day stay (accommodation) and food.

4.      All out effort should be made by all Circle/Divisional Secretaries to make the 25th May 2011 mass Dharna a grand success. Similarly the joint Circle Conventions should also be made grand success by the JCA leaders.

            All Circle/Divisional/Branch Secrataries and  Active Members are requested to make the above mentioned programmes of action a grand success.

CHARTER OF DEMANDS
 
1.            Stop closure /merger of PO/RMS Offices Review the orders implementing Speed Post Hubs and Delivery Hubs and restore status quo ante. Stop outsourcing the works of Postal, RMS & MMS functions.

2.            Grant status as Central Civil Servant to GDS employees for all purposes including service matters, pay scale, increment, allowances, pension, promotion and other terminal benefits, leave, bonus and trade union facilities. Scrap new recruitment rules for appointment as postmen which curtails promotional avenues – restore previous rules and withdraw tighten norms assessing BPM's work.

3.             Revise the wages of casual labourers and contingent employees w.e.f. 01.01.2006 based on the minimum pay recommended by 6th CPC. Stop outsourcing the work of casual labourers and contingent work. Grant temporary status to eligible full time  casual labourers , convert part time into full time absorb full time , part time contingent in vacant GDS posts.

4.            Immediate revision of OTA & OSA rates.

5.            Implement  the assurances made on 12.07.2010 Strike Settlement and also the JCM Departmental Council Meeting held on 23.08.2010.Ensure prompt holding of Departmental Council Meetings.

6.            Immediate finalization of Cadre Restructuring proposals including Postal Accounts as assured by the Secretary Department of Posts and its implementation.

7.            Stop decentralization of Postal Accounts, PLI and RPLI and ensure status-quo.

8.            Expedite the process of filling of all vacant posts in all Wings  including GDS.

9.            Stop implementation of Postmaster Cadre till finalization of Cadre Restructuring. Ensure 100% filling up of LSG, HSG-II, HSG-I before implementation of Postmasters Cadre, remove the retrograde eligibility conditions for appearing the examination and allow account line officials.

10.          Stop combination of beats /double duty, stop harassment of staff under Project Arrow. Settle the demands raised in the Postmen Committee such as distance factor, number of articles , Cycle allowance without distance condition, cash payment for uniform and kit allowances, supply of good quality uniforms , revision of norms.

11.          Fixing norms for new assigned works of MTS. Allow postman to decline  promotion for MTS under seniority quota and review the recruitment rules of MTS to Postmen / Mail Guards.

12.          Grant promotions to Drivers / Artisans at par with other C.G. organizations like Railways/Defence. Higher Pay Scales to charge hand & Drivers. Revision of CRC EPP and Logistic norms.

13.          Declare SBCO Staff as Divisional cadre , stop harassment  of SBCO officials under contributory factors. Complete the Ledger Agreement Work update the SBCO before launching Post Bank.

14.          Fill up all Postal Civil Wing and Electrical Wing posts as per CPWD norms. Creation of Postal /Electrical and Architectural Division in every Circle. Expedite the -Restructuring of Civil Wing Cadres.

15.           Ensure full fledge functioning of newly formed PAOs by providing adequate staff strength and accommodation. Rectify the anomaly caused due to promotion of Group 'D' official to the cadre of LDC after 2006. Restore the residency period of three years in respect of JA to SA promotion retrospectively w.e.f. 13.12.2006. Grant MACP to those joined in Sorter cadre treating LDC as entry grade as the Sorter grade has been defunct since 2000.

16.          Drop the proposed move of ending the services of existing System Administrators by outsourcing the technology work to the outsider agencies. Create the System Administrators Posts as assured and specified norms and other works.

17.          Counting of past services rendered by erstwhile RTPs for promotions and MACP.

18.          Implement Apex Court Judgement in case of RRR Candidates in true sprit and extend to all approved RRR Candidates awaiting for absorption.

19.          Stop Harassing and victimization of innocent officials under contributory negligence factors. Implement the true sprit of Govt.  orders and Volumes and no recovery should be made if the concerned is directly responsible for the loss sustained to the department.

20.          Stop discrimination towards PO & RMS Accounts Cadre, create separate cadre, count Special Allowance for fixation on promotion , withdraw the recovery imposed on Postman Pay fixation.

21.          Enhance the LR strength on all cadres to the extent of 20% and fill up all vacant LR posts.

22.          Ensure prompt grant of Child Care Leave as per the liberalized orders, unnecessary hurdles put forth should be dropped.
