Easing extremely tightened norms in respect of cash-handling and sale of stamps for assessing the work of GDS BPM; Providing norms for new items of work.

Sub:- Easing extremely tightened norms in respect of cash-handling and sale of stamps for assessing the work of GDS BPM; Providing norms for new items of work.

 

Madam,

 

          The tightened norms for assessing the work load of BPMs, especially in respect of cash-handling and stamp-sale are taking heaving talls and are against the norms of condition based work. The GDS employees work in rural areas where cash is collected in small amounts and at different frequencies. It is not like the Post offices in urban areas where cash in collected in big quantities. More ever the denomination of the cash handled plays a big role. While in towns and cities GC notes of high denomination are presented or dealt out and in the rural areas it in shape of GC notes of small denomination and even more often in coins. No one can disagree that the conditions in rural areas are differ from those in urban areas and there cannot be an identical yard stick of measurement for both. Therefore, the yardstick of 20,000 of cash handled for one point- a rise of twenty times from the earthier one- is too heavy, too hard and is beyond any principled approach.

 

          Similarly, the time provided for sale of stamps in urban and rural areas has been the same. While in urban area there is a person performing a particular job-say sale of stamps, in the branch office, the same man does all sorts of work. It takes time in taking up work from another. Moreover, in village the stamp sale mainly accounts for sale of Postcards, and inland letters cards, and at times of embossed envelops; in urban areas- registration, V.P., Parcel etc account mainly for the same. The two conditions are vastly different and call for different yardsticks of late the GDS employees have undertaken a series of new work, say, PLI, MNREGA, payment of electric bill etc. No norms have been prescribed for such work. You will kindly agree that the concept of honorarium is meant for casual work and not for perennial business. Non-provision of time factor such work is working very hard against the interests of the GDS employees. It is high time that time factor is provided for all new types of work under taken by the GDS staff.

 

          We, therefore, request you kindly to examine the factors dispassionately and get the extremely tightened norms reviewed on realistic assessment and eased accordingly. It is further requested that proper norms be prescribed for the new types of work undertaken by GDS employees.
