Comrade R.G.Savanur, former Circle Secretary, P- 3 and Ex. Secretary NFPE is no more


Dear Comrades,

Comrade R.G.Savanur, former Circle Secretary, P- 3 and Ex. Secretary NFPE   is no more.

The dedicated leader, everlasting guiding spirit of Karnataka breathed his last on 28-04-2012 afternoon during his visit to Dharwad. After attending a family function he was relaxing and death followed him within no time. His unmatchable wisdom, dedication, service to the postal community is unforgettable. His loss cannot be filled.  

We cannot forget Comrade R.G.Savanur’s Contribution in 1999 1st AIC of AIPEDEU at Kiwara Karnataka.     

Dharwad Postal Comrade Appannavar, Gurappanar, Betageri, Hagaragi and others attended Paid homage to the Philosopher & Guide Comrade “RGS”.

Meeting with Hon’ble Minister for State Communications and IT


A delegation from A.I.P.E.D.E.U consisting of Com. S.S. Mahadevaiah, General Secretary, Com. B.V. Rao, Asst. General Secretary, Com. Rajendra Diwakar, Treasurer and other met Shri Sachin Pilot, Hon’ble Minister for State Communications and IT in the residence of Minister 3, Safadarjung Road at about 11:00 hours on 27-04-2012. We reminded the discussions held on 21-1-2012 with the minister on the burning problems of GDS. He recollected the discussions made by Com. S.S. Mahadevaiah at length and reassured us to intervene to settle the pay protection, bonus ceiling, postman recruitment rules etc. The delegation thanked the minister for his positive response. We submitted a detailed memorandum on pressing problems to the minister.



Later Com. S.S. Mahadevaiah and Com. B.V. Rao went to the Directorate to request to expedite the action. We were informed that they received a phone call from the Minister and the problems which were discussed with the minister will be settled soon.



It is pleased to inform that the DOP&T has given approval for removal of 25% out side quota recruitment. The file has been sent to law Ministry for clearance.



The department of posts has recommended to grant Rs. 3500/- bonus ceiling to G.D.S and prepared a detailed expenditure note to send Finance Secretary today. In that note the department of posts mentioned that the total expenditure is only 53 Crores if the bonus ceiling enhanced to Rs. 3500/- to G.D.S.



The five men committee headed by V.P. Singh regarding Rs. 20,000/- per point, allowance of cash conveyance etc has submitted its report. It is under consideration of the Postal board and I.F.S. We hope that the positive orders may be issued soon by the DOP.

RESOLUTIONS ON RESERVATION FOR PHYSICIALLY CHALLENGED PERSONS: There is already a Govt. notification to earmark 3% of vacancies for Physically Challenged persons in Department of Posts.  Very unfortunately this is not being followed for GDS for the purpose of promotion to the cadre of PA, Postmen and MTS.  Hence it is urged that the administration must invariably consider promotion policy by reservation of 3% and arrange filling up of this quota including back log for GDS at par with regular employees.

Resolution on STATUS: The Central Government is yet to consider the long pending demand of ED employees (Now GDS) for Grant of Status and pension, despite full justification viz, Supreme Court verdict calling Civil Servants, agreement during strike to appoint one man committee with a specific terms of reference of pension, recommendation of Justice Talwar Committee report, part time/casual labour getting status etc. The status of GDS is not even better than part time casual employees as the contingent employee will get status in case of combination of two posts.  But it is not so in case of GDS who have been performing combined duties.  A meagre allowance of Rs. 250/- is given to the BPM who take the extra burden of 3-5 hours for delivery/mail conveyance.  The Central Government should be a model employer and in order to put an end to this kind of practice, the demand needs to be met with early.  Accordingly the name GDS should be changed to “Gramin Dak Karamchari or Rural Postal Employee”.

RESOULATION ON ASSURED CAREER PROGRESSION(Financial Up-gradation)The 7th All India conference in session at the historic place mozri Amravati Maharashtra Circle from 6th   to 8th April, 2012 has deeply deliberated on the issue of the Assured Career Progression (Financial Upgradation) to Gramin Dak Sevaks employees. In the operative Group ‘C’ and Group ‘D’ cadres of the Department of Post, a Time Bound One Promotion Scheme (TBOP) was introduced in 1983 whereby the employees after completion of 16 years of service were placed in the next higher grade subject to being found fit by the Departmental Promotional Committee (DPC). Subsequently, Biennial Cadre Review (BCR) i.e. Second Time Bound Promotion was introduced in 1991 in respect of those who were covered under the TBOP scheme. The second promotion was given on completion of 26 years of service in the grade. The objective of both the schemes was to provide promotional opportunities for the staff as the staff had to wait for years to get promotion due to limited number of supervisory posts. The Fifth/Sixth Pay Commission has recommended that for Groups ‘C’ and ‘D’ employees the first financial upgradation shall be made available on completion of 10  years of service respectively and the second financial upgradation shall be given on completion of a further period of 10  years of service respectively III rd MACP total completion of 30 years of service.

 This All India Conference resolves that the Assured Career Progression (Financial Upgradation) to G.D.S. employees, be made available to the Gramin Dak Sevaks. As there is no service Weightage given while fixation of TRCA even though Talwar Committee recommended that the senior EDAs Should be given the provision of additional increments to be added to the scale based as the service of EDAs. On the same analogy it is requested that the Assured Career Progression (Financial Upgradation) two promotions for All Gramin Dak Sevaks should be given after completion 10 /20 and 30 Years service as Recommended by the Talwar Committee.

 Resolutions on Retirement/Terminal benefits on the day of retirement;- Having served the department upto 65 years GDS officials go home empty handed on the day of retirement. Terminal benefits will be sanctioned and paid after some months or sometimes after years. Therefore in order to be fair and rational towards this section, we urge suitable action/measure before hand like departmental staff so that payment could be ensured on the date of retirement.  Further the date of retirement of the GDS should be the last workingday of the month of retirement instead of the date of birthday of the particular GDS.

Supply of identity cards to GDS; In the present situation where the department is expecting multifarious activities, business etc., from the staff supply of identity card is a must for obvious reasons. Outdoor duty staff like GDSMD, MC, Packers are to be supplied with Identity Cards, The staff at naxalite/extremist threat area should invariably ware Identity Cards, it is urged for immediate action.

Supply of stationery and furniture to BOs. The field staffs working in BOs/SOs are facing lot of inconveniences due to shortage or inadequate supply of furniture, forms and stationery. Except computerized offices, the operative offices are facing inadequate forms and stationery. Even minimum furniture for working atmosphere is also lacking. Hence in the interest of public service proper working condition should be ensured at all levels.

Resolutions on Flood Advances;- The Postal employees, especially the G.D.S. employees are spread over interior parts of the country side. Those in flood affected areas have lost everything, like other people. These Postal employees require help from the department of Posts. The states Government are trying to rush help to the affected people but these measure are proving to be too limited and too short to mitigate the misfortune. The Postal department, therefore, has to rush immediate help to its employees - help of immediate use and help for reconstruction of the property damaged by the floods.



Now the department is giving Rs.600/- for the employees affected by the flood.  We urge the dept. to raise the same to Rs.10000/ {ten thousand only}. This would help them for immediate rehabilitation.

Resolutions on Compassionate appointment – Not rational Criteria minimum 51 points to be reduced to 30 points as in rural areas every GDS will have a hut/shelter for living, a piece of land without income.  For one or the other reason even though deserving cases do not earn required minimum points of 51 has deprived the GDS wards to get compassionate appointment.  This is totally unjust and therefore urge upon the concerned to reduce minimum points to 30 instead of the present 51.

Dear Comrade,   

 

Subject:- 7th All India Biennial conference of AIPEDEU at Historic place Mozri – A Thundering success. AIPEDEU emerges as mighty organization at Mozri defeating all the disruptive activities of disruptive forces.

 

        The 7th biennial All India Conference of AIPEDEU was successfully held from 06-04-2012 to 08-04-2012 at Gurukunj Ashram, Mozri, Amrawati Division, Maharashtra as scheduled under the able presidentship of Com. Giri, All India President.

 

         The conference commenced at 10-00 hours on 06-04-2012 starting with the flag hoisting. Our respected leaders of the movement hoisting the national, NFPE and AIPEDEU flags followed by thunderous slogans raised by more than 3000 delegates and visitors to the conference.

 

        After flag hoisting, subject committee meeting commenced at about 11-00 hours to discuss the issues placed in the notice by General Secretary. All the 22 circles participated in the conference on the very first day itself. The president of the conference declared the quorum amidst the uproaring claps of the delegates and visitors. The conference started with lively discussions on the subjects of importance and concern to GDS employees.

 

The open session commenced at about 14-30 hours on 06-04-2012 with com. DN. Giri in chair. The open sessions was inaugurated by com. G.L.Dhar, secretary AITUC. Com. Dhar, greeted the Conference. He congratulated the Conference, Gramin Dak Sevaks and other Postal employees on the historic role played by them in the recent All India strike on 28.2.2012.  He assured AIPEDEU of full support and Cooperation in resolving outstanding demands. He appealed to the Conference to strengthen unity of Postal Workers. Com. Parashar, secretary NFPE, who was deputed by com. M.Krishnan secretary General, NFPE, instead of greeting the Conference, attacked the AIPEDEU and its leadership. His baseless and false allegations were strongly resented and disapproved by delegates.com. P. Suresh, the young veteran General Secretary of R4. Union delivered powerful speech refuting baseless allegations of the Secretary, NFPE. He explained in detail how AIPEDEU and Com, Mahadevaiah were let down by the vested interests and AIPEDEU has been faith full to Postal Workers cause. Com. B.G. Thamankar, Ex-President NFPE greeted the conference.         Com. Mungesh Parab, Working President/ Circle Secretary P3, Com. SC. Jain Circle Secretary MP P-3, Com. Balakrishna Chalke, Circle Secretary, P-4, Maharashtra,  Com. D.P. Diwakar, Senior N.F.P.E leader, Com. M.L. Parimal, Reception Committee and ex- Circle President P-3 Maharashtra, Com. Bargai Annna ex- Circle President P-3, Shri, Raju bhai Patel, Chairman Reception Committee and several other leaders also addressed and greeted the Conference. The Open Session was conducted by Com. Jeswal, Reception Committee.

 

 

        On the second day i.e. 07-04-2012 after the commencement of subject committee debate, A.P. in charge circle secretary started to speak on out of agenda issues. The chair suggested to him to speak on agenda issues. He intentionally paid deaf ear and some delegates shouted slogans to create confusion. Some of the delegates and visitor Bengal continuously engaged themselves in shouting slogans against AIPEDEU in order not allow  conducting the subject committee of the conference in a peaceful manner for about  half an hour,  Despite everything democracy in the functioning of this union, It is learned to that some parallel union floated. This will harm the larger interest of GDS Employees. This is while attempt to fragment the unity. The attack of Com Parashar on AIPEDEU, shouting of slogans by some delegates of Kerala and West Bengal was a pre-planned conspiracy of vested interests to disrupt the unity of AIPEDEU and thereby weaken struggle against Governments anti-Postal workers policies. This attack is continuation of earlier attack when AIPEDEU was thrown out of NFPE. Illegally unconstitutionally.  Our conference continued the business as per schedule without any problem as overwhelming number of delegates supported the conduct of Conference in an orderly manner and condemned the attempts at disruption. They insisted that agenda be conducted and disruptors isolated.

 

          On the third day i.e. 08-04-2012 com. B.V. Rao, First President  of AIPEDEU and com. N.Balu, the renowned ex-circle secretary P-3 Tamil Nadu delivered inspiring and powerful speeches. Com. N. Balu, squarely attacking the anti union affairs of NFPE and P3 CHQ. Com. Balu, extended the moral Support of Tamil Nadu to Com. S.S. Mahadevaiah and AIPEDEU.

 

          Finally Com. S.S. Mahadevaiah, General Secretary delivered an inspiring speech by giving suitable replies to the baseless and motivated allegations of Shri Parashar, secretary, NFPE. He explained in detail how vested interests had been working against AIPEDEU by throwing them out of the Federation in most unconstitutional and illegal manner. His speech was welcomed by delegates with thunderous applause. He also clarified false allegation contained in circular circulated conference. Finally he appealed to the delegates from Kerala and West Bengal who had absented from Conference from 7th After Noon to return back and not break the unity of the AIPEDEU which is of paramount importance. Com Mahadevaiah assured them that as before they will have place of honour in organization. The delegates who had doubts about certain problems facing by GDS employees, com Mahadevaiah clarified point by point in his concluding speech.  He appealed for the GDS unity. The house unanimously adopted the resolution condemning the false propaganda against the General Secretary and CHQ contained in a pamphlet circulated in Conference.

 

        Following this, all the agenda items of the conference were completely covered by the conference with due approval of the delegates of the conference.

 

Resolutions:

 

                 The 7th India conference in session discussed at length various burnings issues concerning GDS and therefore urged unanimously for immediate settlement/improvement. The General Secretary com. S.S.Mahadevaiah proposed the following resolutions in the house for acceptance. The house adopted all the resolutions unanimously.

1.               Grant of status/Contributory SDBS Scheme and Medical coverage.

2.               GDS (conduct & engagement) rules 2011. Is illegal and atrocious and hence totally unacceptable.

3.               P.L bonus ceiling to be restored and raised up to Rs. 3500/-

4.               Group insurance at par with regular employees at least minimum Rs. 1,50,000/-

5.               Enhancement of OMA from Rs. 100 to Rs. 350 per month.

6.               Three promotions to all GDS on completion of 10th, 20th, 30th year of their services shall be granted.

7.               C.L., E.L., etc. like the departmental employees should be given to the GDS.

8.               The period of GDS service should be counted for pension and gratuity to the promotes.

9.               The date of superannuation of GDS should be the last working day of the month of retirement.

10.            Gratuity should be as per Gratuity Act for GDS also.

11.            The methods of calculation of work load existing prior to 09-10-2009 may be continued for all categories of GDS.

12.            Idle wait: owning to the peculiar nature of duties of GDS packer and   GDSMC, they are kept idle for sometime in the course of their routine duties. While calculating on an average waiting time.

13.            Relaxation of age and percentage of marks to appear for P.A. examination. The present age limit may be changed from 30 to 40 years for OBC/SC/ST.

All GDS employees who have passed intermediate or 10+2 Examination may be allowed to attend LGO's Examination without percentage of marks.

15.         Weight age: GDS must be given weight age for the length of service

rendered by 06-10 years : 1 increment 11-15 years : 2 increments ears 16-20: 3 increments 21-25 years : 4 increments.

14.            Grant arrears to substitutes workers against GDS vacant posts w.e.f.   

01-01-2006.

15.            Grant of full trade union facilities to AIPEDEU.

16.            Retirement/terminal benefits on the day of retirement.

17.            Supply of stationary and furniture to B.O's.

18.            No loss of annual increase/increment on limited request Transfer of        GDS/ Liberalisation of Limited Transfers.

19.            Special Duty Allowance

 

Policy and Programme:

        Since the very beginning we have given great importance to identifying the real issues that face the Gramin Dak Sevak Employees. To achieve our justified demands the 7th AIC is of the strong view and conviction that the following programme should be organized.

1.   1st May 2012: Divisional level massive Dharna before divisional offices.

2.   13th and 14th july 2012: Two days hunger fast before the regional offices.

3.   The circle level convention in the month of July. 2012.

4.   The national convention/parliament March in the month of August 2012.

5.   Direct trade union action including indefinite strike in case the justified demands are not met in the month of September 2012.

Finally in the presence of official observer, the voting strength of the conference was presented to the house by the General Secretary as stated below:

Thus the 7th Bi-ennial conference came to grand successful end by defeating disruptor's evil anti ED actions.

 

Mozri, Rashtrasaint Tukdoji's Gramgeeta is considered as a 'mother' of ideal village. It is a book on self dependent village.  It shows a way to develop villages on their own by creating development programmes by villagers themselves. So Tukdoji's thought is a genuine source to village development. It was a Village and the atmosphere was congenial for GDS employees to discuss their problems. The Reception Committee had made magnificent arrangements for smooth conduct of the functions. We extend our sincere thanks to the Reception Committee. Com. D.N.
